There are some changes coming to residential recycling in Lloydminster this fall — including a small reduction in costs for many homeowners.
Lloydminster City Council has approved a temporary $3.82 monthly rebate for eligible residential utility customers as the City transitions its residential recycling program to Alberta’s Extended Producer Responsibility (EPR) program.
The change officially takes effect October 1, 2026.
What Does This Mean for Lloydminster Homeowners?
From October 1 through December 31, 2026, eligible residential properties will receive a $3.82 monthly rebate on their City utility account.
The rebate reflects the removal of residential recycling costs from the City's curbside collection fee.
Beginning January 1, 2027, rather than receiving a separate rebate, the City's Fees and Charges Bylaw will be adjusted to reflect the reduction in the curbside collection fee.
Why Is Lloydminster's Recycling Program Changing?
Under Alberta's Extended Producer Responsibility program, the companies that produce and supply packaging and paper products take on greater financial responsibility for collecting and recycling those materials.
Starting October 1, Circular Materials will become responsible for Lloydminster's residential recycling program, with Integrity Waste Solutions providing collection services on its behalf.
For residents, the transition should be fairly seamless.
Will My Recycling Day Change?
According to the City, residents will continue receiving recycling collection on their existing schedule.
Residents will also still be able to place multiple blue bags out for collection.
One of the biggest benefits of the new program is that a broader range of recyclable materials will be accepted beginning October 1.
Garbage and organics collection will remain the responsibility of the City of Lloydminster and will continue as usual.
Until October 1, residents should continue following the City's current recycling guidelines.
Who Gets the $3.82 Rebate?
The rebate applies to residential properties that currently:
Receive curbside collection services from the City; and
Pay the curbside collection fee through their City utility account.
There is an important distinction for condos, apartments and other multi-family properties.
Multi-family properties may qualify to receive recycling services through the EPR program, but they will not receive the $3.82 rebate because individual units are not currently charged the City's curbside collection fee through their utility accounts.
Owners and managers of multi-family properties who want to participate in the new recycling program will need to register with Circular Materials.
Commercial properties are not included in the EPR program and will not qualify for the rebate.

Utility costs, waste collection, property taxes, municipal services and neighbourhood amenities all contribute to the overall cost and experience of owning property in Lloydminster.
